  • Adani Group to Invest $3 Billion in 2,400 MW Power Plant in Bihar

    Adani Power said on 13 September that it will invest USD 3 billion (about INR 26,482 crore) to build a 2,400 MW ultra-supercritical power plant in Bihar. In a statement, the Adani Group firm said that it and Bihar State Power Generation Company Ltd (BSPGCL) had inked a 25-year Power Supply Agreement (PSA) for the supply of electricity from the project that would be built at Pirpainti in the state’s Bhagalpur district.

    On behalf of North Bihar Power Distribution Company Ltd. (NBPDCL) and South Bihar Power Distribution Company Ltd. (SBPDCL), BSPGCL granted Adani Power a Letter of Award in August, which was followed by the PPA. With the lowest delivery rate of INR 6.075 per kWh, Adani Power was able to secure the project.

    Adani’s 3 Billion Investment in Design, Build, Finance, Own, and Operate

    The firm stated that it intends to use the Design, Build, Finance, Own, and Operate (DBFOO) model to invest roughly USD 3 billion in the construction of the new plant (800 MW X 3) and its accompanying infrastructure. In 60 months, the business hopes to have the factory in operation.

    The power plant’s coal linkage has been assigned in accordance with the Government of India’s SHAKTI Policy. During construction, 10,000–12,000 people will be directly and indirectly employed by the project, and after it is operational, 3,000 people will be employed.

    Adani Power, the biggest private thermal power producer in India, is a division of the billionaire Gautam Adani-led conglomerate. It can generate 18,110 MW of thermal power when installed.

    Expansion of Adani Energy Solutions

    To expand its network, Adani Energy Solutions (AESL), which manages distribution, transmission, smart metering, and cooling, would invest more than $17 billion. By FY30, the corporation wants to have 30,000 km of transmission lines, up from 19,200 km in March 2025.

    By FY32, Adani Power plans to invest $22 billion to increase its capacity from 17.6 GW in FY25 to 41.9 GW. With facilities in Gujarat, Maharashtra, Karnataka, Rajasthan, Chhattisgarh, Madhya Pradesh, Jharkhand, and Tamil Nadu, in addition to a 40 MW solar unit in Gujarat, the firm is the biggest private generator of thermal electricity in the nation.

     India is one of the power markets with the greatest rate of growth in the world, according to the group, with installed capacity predicted to more than double to 1,000 GW by FY32 from 475 GW in FY25. Due to the demand from data centres, electric vehicles, urbanisation, and industrialisation, it predicted that there were over $500 billion in investment prospects in the area. With 172 GW of renewable capacity in FY25, the nation ranked fourth in the world.

    Adani Power announced on 7 August that it had obtained a Letter of Intent (LoI) to invest $3 billion in the development and operation of a 2,400 MW greenfield thermal power project in Bihar.

    2,400 MW Thermal Project to Supply Power to Bihar Utilities

    North Bihar Power Distribution Company Ltd. (NBPDCL) and South Bihar Power Distribution Company Ltd. (SBPDCL) will receive 2,274 MW of power from a 2,400 MW thermal power project that will be built at Pirpainti in the Bhagalpur District of Bihar, thanks to the bid that India’s largest private sector thermal power generator won from Bihar State Power Generation Company Ltd. (BSPGCL).

    In a very competitive bidding procedure, Adani Power came in last with a final supply price of INR 6.075 per kWh. A greenfield 3×800 MW ultra-supercritical power plant, to be established under the Design, Build, Finance, Own, and Operate (DBFOO) model, will provide power as part of the contract.

    Project Timeline: First Unit to Be Commissioned in 48 Months

    Within 48 months of the scheduled date, the first unit will be put into service, and the last one within 60 months. Adani Power’s CEO, S.B. Khyalia, expressed the company’s satisfaction at winning the proposal to build and run a 2,400 MW thermal power project in Bihar.

    With a $3 billion investment, it will establish a new greenfield factory that will help the state’s industrialisation even further. He added that the plant will be a state-of-the-art, low-emission Ultra-supercritical, one that will provide reliable, reasonably priced, and high-quality power.

    It is anticipated that the project will create 10,000–12,000 direct and indirect jobs during development and 3,000 after it is operational.

    SHAKTI Policy to Provide Fuel Linkage

    Fuel for the plant will come from the designated coal linkage under the Central government’s SHAKTI Policy. According to the corporation, the Power Supply Agreement (PSA) with the State Utilities would be signed after it receives the LoA (Letter of Award) in due order.

    The biggest private thermal power producer in India is Adani Power, which is a component of the Adani portfolio. In addition to a 40 MW solar power plant in Gujarat, the corporation has an installed thermal power capacity of 18,110 MW distributed across 12 power plants in Gujarat, Maharashtra, Karnataka, Rajasthan, Chhattisgarh, Madhya Pradesh, Jharkhand, and Tamil Nadu.

    Acquisition Watch: Adani Group Bids for Jaiprakash Associates

    According to media sources, the Adani group has emerged as the front-runner to purchase Jaiprakash Associates Ltd (JAL), which is presently going through insolvency processes, with a bid of up to INR 12,500 crore.

    With no limitations attached, the company has offered an upfront payment of about INR 8,000 crore.

    However, if a legal issue pertaining to its JP’s sports city project is settled, Dalmia Group is anticipated to present a serious challenge to Adani Group and maybe outbid Adani’s offer. The Supreme Court of India is still considering the matter.

  • Garib Kalyan Rozgar Abhiyan – Scheme to Provide Employment to Millions of Migrant Workers

    With the Economy of India badly affected due to the COVID-19 pandemic add the loss of jobs for lakhs of migrant workers during the lockdown, a scheme by the name of Garib Kalyan Rozgar Abhiyan or ‘Rural Job Scheme’ was launched by the Honourable Prime Minister of India, Narendra Modi in the district of Bihar on 2oth June 2020 to cope up with this problem. The scheme will support migrant workers and other rural workers by giving them jobs and livelihood support. The scheme was launched by the PM via video conferencing. The Chief Minister of Bihar, Nitish Kumar was also present at the video conference when the scheme was launched.

    After the scheme was launched, Nitish Kumar informed the PM that he interacted with the migrant workers who came back to their homes in Bihar during the lockdown. He said that the workers now want to work in Bihar only and do not want to leave as migrant workers to other states. He also said that the scheme will be greatly beneficial for these workers and that it is a gift from the Central Government to them. He also promised to include these workers in other schemes of the Bihar State Government.

    Prime Minister, Narendra Modi interacted with some of these migrant workers and tried to understand the problems that they are currently facing. According to Prime Minister Modi, he got the idea from migrant workers that were quarantined in a school building in Unnao, Uttar Pradesh. Instead of wasting their time, they utilized their skills and painted the whole school as an act of gratitude. The PM addressed all the migrant workers of Bihar and informed them that they will be getting jobs in their own state under the scheme, and urged them to use their talents and skills for taking their villages forward and for the overall development of Bihar.

    The scheme will provide 125 days of employment under 25 sub-schemes to the migrant workers of 116 districts. These 116 districts are spread across 6 states including Bihar. The other states are Uttar Pradesh, Rajasthan, Madhya Pradesh, Jharkhand, and Odisha. The scheme aims to provide guaranteed employment to about 6.7 million migrant workers.

    The scheme will mainly focus on the development in rural areas. It will contain projects such as the building of roads, the building shelters for animals, drinking water supply, house constructions, the building of community toilets, and more in which the workers will be employed. The scheme has been launched with a budget of ₹50,000 Crores which is roughly half the budget for the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), previously known as the National Rural Employment Guarantee Act (NREGA) which aims to provide 100-day employment to almost 140 million workers of rural areas. Some of the state governments have requested to increase the employment period to 150 days to provide jobs to many workers who have returned to their native places all over the country amid the lockdown. In 2021-2022 the budget of th scheme increased and become ₹98,000. In 2022, total 3.62 billion person days of work were provided.
    The MGNREGA has seen a sharp rise in the number of people applying for jobs since May, the reason that many people have lost their jobs due to the lockdown. The new ‘Rural Jobs Scheme’ or the ‘Garib Kalyan Rozgar Abhiyan’ will help overcome the unemployment in rural areas to a large extent. This scheme will also give a boost to the Indian economy which is currently at a standstill. It will help many workers by giving them employment in their own states.
